Drama on Netaji’s Death: American President, Harry Truman, expressing fear of Bose coming back with Russian help

Analysis of PMO file 800/6/C/1/91-Pol pertaining to correspondence with Chandra Sekhar Government

Please find the PMO file with 13 papers, the fourth file in the new lot of 25 files released on 29/04/16, analysed.

It is with regard to the effort of Samar Guha with the active support of the then President of India, Shri.R.Venkataraman and Prof: Madhu Dandhavate, MP and former deputy chairman of Planning Commission, to effect a high level investigative inquiry into all secret and top secret documents related to Netaji both inside and outside the Country.
The effort with National Front Govt failed as the same fell down and the new Chandra Sekhar Govt was in power in early 1991,
1)Prof:Madhu Dandhavathe’s letter to the then PM, Chandra Sekhar dated 06/03/91,a letter of Samar Guha to Madhu Dandhavathe was enclosed for the PM, suggesting for a HIGH LEVEL INVESTIGATIVE INQUIRY INTO SECRET DOCUMENTS
2)Enclosed letter of Samar Guha,
a) Morarjibhai Desai as PM of India rejected conclusions of Shah Nawaz Khan Committee and G.D.Khosla Commission on 03/09/1978
b) A idea of high level investigative inquiry into secret documents was mooted by Morarjibhai Desai but nothing could be done concrete as the Govt fell from power in mid 1979
c) Owing to the follow up of Samar Guha, the then President of India, R.Venkataraman suggested for an inquiry to V.P.Singh Govt and as per a letter of V.P.Singh to Samar Guha dated 09/06/1990, a decision was taken to initiate an inquiry, but National Front Govt collapsed before long
d) The then President took the repeated requests of Guha seriously and put pressure on Chandra Sekhar and the PM agreed to look into the pending National Front Govt decision, as per letter of the then Joint Secretary to Rashtrapathi Bhawan dated 29/01/1991 to Samar Guha
e) The need to inquire in and out of the country, precisely in US, UK, Japan and China
3)Chandra Sekhar replied to Madhu Dandhavathe on 18/03/1991 that he is looking into the matter
4)Sureswar Dutta, the then Vice President of Janata Dal, West Bengal wrote to the then PM, P.V.Narsimha Rao dated 09/10/1991 on CONTROVERSY OVER DEATH OF NETAJI, marking copy to V.P.Singh, and also to President Gorbachov and President Yeltsin via Russian Consul General in Kolkata,
The said letter was in an urge to approach Russian Govt with regard to the report published in Kolkata Statesman dated 05/10/1991 ( though GOI approached Govt of Russia in 1990 under the initiative of V,P,Singh, but the initiative was not carried forward, some info was obtained then )
5) Kolkata Statesman report dated 05/10/1991 tilted,
” DOCUMENT REVIVE CONTROVERSY OVER NEATJI’S DEATH”
The document referred to as a certified copy of the letter that Gandhi;s personal secretary and an ardent inmate of Wardha Ashram wrote on 2/07/1946 to Louis Fischer, renounced journalist and writer, a close confidant of the then American President, Harry Truman. The letter is long report like matter about India in the aftermath of the World War 2 and expressing fear of Bose coming back with Russian help. This was written a year after the Tokyo Radio broadcast of Netaji’s death was made quoting informal and unofficial news agency. Amiya Nath Bose collected a certified copy in the guise of head of a human rights organisation in Europe from Princeton University of U.S.
Efforts were unending as they were and are still for the good of majority of masses, for families as such
